Chad Harper is Head of the Coinbase Institute. He previously helped create the Visa Economic Empowerment Institute, where he was Senior Fellow. Prior to that, Chad worked for the Federal Reserve System for nearly 20 years; he was most recently Vice President and Senior Payments Advisor for the Federal Reserve Bank of Richmond, where he advised leaders on payments issues and helped the Federal Reserve System advance payment initiatives. Prior to joining the Richmond Fed, Chad was Vice President of the Operations, Performance, and Finance functions in the Federal Reserve System’s Cash Product Office (CPO) headquartered at the Federal Reserve Bank of San Francisco. In this capacity, he oversaw the FedCash® Services operational, financial planning, and market intelligence functions.
Chad holds a master’s degree in public policy from Northwestern University, a master’s degree in business administration from Seattle University, and a Juris Doctor degree from Tulane University. His interests include payments innovation, financial inclusion, and consumer payments behavior.
