Mr Frankie Phua is the Managing Director and Head of Group Risk Management at United Overseas Bank (UOB). In this role, he oversees various risk management functions including credit risk, market risk, operational risk, technology risk, and ESG/climate risk. He is also responsible for Data & AI Governance function in UOB. He has over 30 years of extensive experience in the banking sector, having spent over a decade in corporate and commercial banking before moving into risk management.

Frankie represents UOB in leading the Risk and Compliance workgroup under the Project Mindforge Phase II, a collaboration among financial industry participants, including the Monetary Authority of Singapore (MAS) and key players from the banking, insurance, and capital markets. Project Mindforge II recently published an AI Governance Handbook – a practical guide to help financial institutions of all AI maturity levels implement AI Governance and scale AI adoption.

Frankie was conferred the IBF Distinguished Fellow Award in Risk Management. The "IBF Distinguished Fellow" is a prestigious title conferred upon industry leaders who are the epitome of professional stature, integrity, and achievement. The Distinguished Fellows serve as a beacon of excellence for the banking industry in Singapore.
