Agustín Carstens

Agustín Carstens served as General Manager of the BIS from 1 December 2017 to 30 June 2025. Under his tenure, the BIS Innovation Hub was created.
Mr Carstens was Governor of the Bank of Mexico from 2010 to 2017. A member of the BIS Board from 2011 to 2017, he was chair of the Global Economy Meeting and the Economic Consultative Council from 2013 until 2017. He also chaired the International Monetary and Financial Committee, the IMF's policy advisory committee from 2015 to 2017.
Mr Carstens began his career in 1980 at the Bank of Mexico. From 1999 to 2000, he was Executive Director at the IMF. He later served as Mexico’s deputy finance minister (2000–03) and as Deputy Managing Director at the IMF (2003–06). He was Mexico's finance minister from 2006 to 2009.Mr Carstens was member of the Financial Stability Board from 2010 to 2025 .
Mr Carstens is a member of the Group of Thirty and recently joined the GFTN International Advisory Board.
Mr Carstens holds an MA and a PhD in economics from the University of Chicago.

He was a member of the winning team recognized with the prestigious Gordon Bell Prize in 2013 and 2015.

Axel Voss (CDU) - born in 1963 - studied law at the Universities of Trier, Freiburg and Munich. Since 1994, he is working as a lawyer. From 1994 to 2000, he was a civil advisor at the EU Commission's representation in Germany. Afterwards, he worked for nine years as lecturer for European Affairs at the RheinAhrCampus of the College of Koblenz.
He became a Member of the European Parliament in 2009, where he represents the Mittelrhein area, which includes the cities of Cologne, Bonn and Leverkusen and the districts Rhein-Sieg and Rhein-Erft. Axel Voss is EPP-coordinator for the Committee on Legal Affairs as well as deputy member of the Committee on Civil Liberties, Justice and Home Affairs and from 2020 to 2022 member and rapporteur in the special Committee on Artificial Intelligence. Besides questions of European Law, his main area of expertise is the digitization of our daily life. For the European People’s Party group, he was among others (shadow-)rapporteur for the new Copyright Directive, the General Data Protection Regulation (GDPR), the Passenger Name Record Directive (PNR) as well as for the updated Eurojust Regulation. At the moment, he is (shadow-)rapporteur for the AI Act and the Corporate Sustainability Due Diligence Directive.

Prior to joining Standard Chartered, Bill spent 26 years with JP Morgan in diverse leadership roles and was Co-CEO of the Investment Bank from 2004-2009. Christian Kettel Thomsen has an MSc in Economics from Copenhagen University. He has amongst others served as Permanent Secretary at the Ministry of Finance (2005-2010) at the Prime Minister’s Office, and Council of State Secretary (2010-2020), and most recently as Vice-President at the European Investment Bank (2020-2023).
Christian has extensive experience within economics and in his capacity of Governor of Danmarks Nationalbank and Chairman of the Systemic Risk Council he monitors that Danmarks Nationalbank meets its three main objectives: Stable prices, safe payments and a stable financial system.

David is a Trustee at the Natural History Museum supporting Innovation and Data and a director of the Green Finance Institute PMO.
David has 30 years leadership experience in financial markets data, analytics and technology and is seen as a leading expert in the data and market infrastructure required to drive sustainable markets. He was the founder and CEO of Refinitiv, one of the largest data and technology platform providers to financial markets operating in over 160 countries. Following the acquisition of Refinitiv by London Stock Exchange Group for $27B in 2021, he become head of LSEG’s Data and Analytics Division.
He was previously founder and CEO of the Governance, Risk and Compliance (GRC) business and Chief Strategy Officer at Thomson Reuters, and Reuters plc. Prior to these roles he spent 8 years as a partner at McKinsey focusing on technology and financial services clients, and was a software developer for American Management Systems.
David is a private investor in natural capital technology firms. He is a Board Advisor and chairs Triple Private Equity Investment Committee, is a member of the International Technology Advisory Panel for MAS (Monetary Authority of Singapore) and has recently advised the Bank of England on data strategy.

Faryar Shirzad is Chief Policy Officer at Coinbase, where he leads the company’s engagement with policymakers around the world and has become a trusted source for thought leadership in the global crypto policy space. Under Shirzad’s leadership, Coinbase has become a driver of crypto-regulation discourse in the U.S. He oversaw the creation of Coinbase’s Digital Asset Policy Proposal (or dApp), which laid out a fit-for-purpose regulatory framework for the rapidly-emerging industry and was recognized as “a dramatic shift from current policy in the United States”, sparking an ongoing conversation on how crypto should be regulated while safeguarding American innovation. Before joining Coinbase, Shirzad was Global Co-Head of Government Affairs at Goldman Sachs.
Shirzad has served as counsel to the highest levels of the U.S. government, including as deputy national security advisor for international economic affairs for President George W. Bush. In that role, he served as The President’s personal representative to the G-8 (the “G-8 Sherpa”). Prior to his time in the White House, Shirzad was assistant secretary for import administration at the U.S. Department of Commerce and international trade counsel to the U.S. Senate Committee on Finance. Earlier in his career, he practiced law in Washington, DC. Faryar earned a JD from the University of Virginia School of Law, a MPP from the John F. Mr Heng Swee Keat is Singapore’s Deputy Prime Minister and Coordinating Minister for Economic Policies.
Mr Heng chairs the tripartite Future Economy Council which oversees the on-going restructuring of Singapore’s economy, through upgrading the skills of workers and transformation of industry, to create better career prospects for Singaporeans. He leads a team to oversee the design and implementation of national strategies in areas such as skills and capabilities development, innovation and productivity as well as the internationalisation of companies.
He is also the Chairman of the National Research Foundation, which sets the direction for Singapore's research, innovation and enterprise (RIE) strategies. Mr Heng is overseeing the closer integration of Singapore’s RIE and industry transformation efforts.
Mr Heng served as Minister for Education from 2011 to 2015. He also led the year-long Our Singapore Conversation from 2012 that helped to engage more than 47,000 Singaporeans from all walks of life through dialogues.
He also served as Minister for Finance from 2015 to 2021, overseeing ten national Budgets including an unprecedented five Budgets to support Singaporeans and businesses through the COVID-19 pandemic in 2020.
