Tom is Executive Director, Fintech and Payments Innovation at the Bank of England.
Tom leads the Bank’s strategy on frontier technologies and their implications for the financial system and economy. This work focuses on artificial intelligence, distributed ledger technology, and quantum computing. Tom also leads the Bank's work on payments innovation, across retail, wholesale, and cross border payments.
Tom has a breath of experience in finance, regulation, international policy, and technology strategy. His previous roles at the Bank include Director of Fintech, Head of International Policy and Strategy, Head of Division in Prudential Policy and time as a Senior Manager responsible for the supervision of major international firms.
He was educated at the London School of Economics.
