Governor
Professor Amir Yaron was appointed by the President of Israel as Governor of the Bank of Israel on December 24, 2018.
He is a world-renowned expert in macroeconomics, monetary economics, finance, and financial economics.
Prof. Yaron obtained his Bachelor's and Master's degrees from Tel Aviv University, and served as an officer in the unit of the Economic Advisor to the IDF Chief of General Staff. He then went abroad, where he obtained a Master's degree and a Ph.D. at the University of Chicago. He is a full professor in the Finance Department at the Wharton School at the University of Pennsylvania, where he has held the Robert Morris Chair in Banking.

The paper was reviewed in the writings of the Nobel Prize Scientific Committee in 2013, and led to the Governor winning the prestigious Stephen Ross Award in 2019.
Professor Yaron has been a visiting scholar at the Federal Reserve Bank of Philadelphia, MIT, the University of Chicago, Goethe University, the Bank of Israel, CEMFI-Spain, IIES-Sweden, and the IMF.

Superintendent Harris began her career as an Associate at Sullivan & Cromwell LLP in New York City representing a number of U.S. and non-U.S. based corporations in various forms of litigation and regulatory matters, before accepting a position at the United States Department of the Treasury under President Obama.
While at the Treasury Department, Superintendent Harris served as a Senior Advisor to both Acting Deputy Secretary and Under Secretary for Domestic Finance Mary Miller, and Deputy Secretary Sarah Bloom Raskin. Her work ranged from financial reform efforts to identifying solutions to the student loan crisis, analyzing the nexus between foreign investment and national security, and working to promote financial inclusion and health in communities throughout the country.
Following her time at the Treasury Department, Superintendent Harris joined The White House, where she was appointed as Special Assistant to the President for Economic Policy, as part of the National Economic Council. In this role, she managed the financial services portfolio, which included developing and executing strategies for financial reform and the implementation of Dodd-Frank, consumer protections for the American public, cybersecurity and housing finance reform priorities.
After leaving the White House in January 2017, Superintendent Harris went on to serve as General Counsel and Chief Business Officer at States Title, Inc. (now DOMA), which provides a more simple and affordable closing experience for homebuyers.
Prior to joining DFS, Superintendent Harris served as a Professor and as Faculty Co-Director at the Gerald R. Ford School of Public Policy's Center on Finance, Law and Policy at the University of Michigan, as well as a Senior Advisor at the Brunswick Group in Washington, D.C.

He is also a Senior Fellow at the Brookings Institution, where he holds the New Century Chair in International Economics, and a Research Associate at the National Bureau of Economic Research. He was previously chief of the Financial Studies Division in the IMF’s Research Department and, before that, was the head of the IMF’s China Division.
Prasad’s latest book is The Future of Money: How the Digital Revolution is Transforming Currencies and Finance (Harvard University Press, 2021), which was listed among the best economics books of 2021 by the Economist, the Financial Times and Foreign Affairs. Puneet is Managing Director and Head of Digital Assets for Citi Institutional Client Group.
As part of his responsibilities, he is leading Blockchain and Digital Asset initiatives across the business. He is leading the efforts in assessing and driving engagement in the Digital Asset space. His team provides subject matter expertise, drives product development and defines distinct strategy on digital asset opportunities including new products, new clients, and new investments. Puneet also leads the ICG’s engagement with stakeholders such as clients, fintechs and central banks, on digital asset opportunities.
Puneet has worked at Citi across the developed and emerging markets in various management roles within Markets & Securities Services and Trade & Transaction Services businesses. His roles have included leading Citi Financial Markets Infrastructure Team, Citi Global Clearing Payments Product, Citi Foreign Exchange Prime & Derivative Clearing Product Management, Trade Finance and Asset Backed Finance.

Bank of Thailand (BOT) initiated the Business Prototype Development Project for CBDCs in June 2020, marking the first time the BOT expanded the scope of CBDC development to business users. The Project is a collaboration between the BOT, SCG and Digital Ventures Company Limited (DV). In the project, BOT used CBDC with programmability features to help with supply-chain financing.
The test results demonstrate that DLT can increase payment efficiency for businesses by allowing users to set various conditions on the CBDC (programmable money) to enhance flexibility in handling business activities. In the past two years, the project had generated strong business interests and proved the feasibility of the ideas and technology but also showed scope for it to be modified or extended, particularly with invoice tokenisation.
This session aims to showcase Bank of Thailand (BOT)'s Business Prototype Development Project for CBDCs and to generate ideas from the industry that will inform an extension project planned for kick-off at the Point Zero Forum.

Stablecoins have long been recognised as a key enabler of the digital asset ecosystem, serving as a bridge between the fiat and tokenised realms. As a form of digital money, stablecoins boast functionalities that could support wider utility as a mode of payments for real world applications and usage. But recent developments have called into question the supposed stability of stablecoins and its reliability as a trusted medium of exchange. In tandem, there has been growing clamour advocating for tokenised deposits as the future of payments, bringing similar functionalities with purportedly less risk – but how much truth does this hold? Can they coexist, or is one destined to displace the other?
Featuring regulators and industry experts, this roundtable aims to deep dive into this debate. This session brings together industry experts from financial institutions, fintechs, central banks, regulators and e-commerce players to discuss real life experience with purpose bound money based on a underlying store of value (i.e. tokenised bank liabilities, stablecoins, and central bank digital currencies) and how it differs from programmable payments and existing financial rails.
The session will discuss the benefits and limitations as well as the role that different forms of digital money play and how they may co-exist with each other.
The roundtable will explore the establishment of a common framework for programmability without programming the underlying store of value. Topics for discussion include smart contract design, interoperability between networks and the use of underlying digital tokens such as CBDCs, stablecoins and tokenised deposits.

As the reduction of energy consumption and of related harmful emissions becomes an even higher priority, the overall ecological footprint of the blockchain ecosystem needs to have a tight control with the ambition to have a moderated impact on our future environment. Currently, even the measurement of crypto assets’ carbon footprint is challenging, but there are already promising initiatives worth looking into for a more sustainable blockchain ecosystem. While more and more regulators recognise the impact of this issue, a comprehensive, globally adaptable regulation or standard is painfully missing.
The insights from this session hosted by the MNB (Central Bank of Hungary) will feed into a press release highlighting the importance of a coherent and consistent measurement and disclosure system related to crypto activities, as well as call for preparatory work on the minimum criteria for regulatory requirements of crypto activities’ carbon footprint disclosure and ecological impact minimisation.

Decentralised finance (DeFi) employs public blockchain networks and smart contracts to build open, transparent, composable and non-custodial financial protocols. DeFi may potentially become a relevant part of the future financial system, for example through the decentralised exchange of tokenised assets with so-called automated market makers (AMMs). AMMs are smart contracts holding tokenised assets and act as counterparts in asset exchanges. One possible application of AMMs is in FX markets.
To understand the possible role and impact of AMMs in the future of cross-border payments, the BIS Innovation Hub together with central bank partners from France, Singapore and Switzerland has launched Project Mariana. The proof of concept explores the use of AMMs and wholesale central bank digital currencies (wCBDCs). It informs how new technologies may potentially impact the principles of FX markets and market making, and reveals potential business, policy, and governance considerations for not just AMMs, but also for the potential supra-national use of CBDCs.
The roundtable discussion is split into two parts. The first will cover key learnings from the Mariana experiment. This part evaluates technology aspects as well as key design considerations from business and policy perspectives. The second part of the discussion focuses on motivations of Project Mariana, by looking into future directions of exploration at the nexus of DeFi and traditional finance.
This roundtable brings together central bankers, industry members in FX markets, thought leaders from academia and the DeFi ecosystem to advance the discourse on the possible role of DeFi in a future financial system.
